Non-Government Organization, Nichtregierungsorganisation (NGR); jede internationale Organisation, die nicht durch zwischenstaatliche Übereinkunft errichtet wurde. Bei den Vereinten Nationen sind über 1.500 NGOs ständig akkreditiert, weltweit wird ihre Zahl auf über 50.000 geschätzt. Im Wesentlichen sind damit Selbsthilfeorganisationen (Bürgerinitiativen, Umweltschutzgruppen, Solidaritätsgruppen, Basisinitiativen etc.) gemeint. Ihr „offizielles“ Mandat ist weitgehend auf Konsultation, Beratung, Aufklärung und Vorschläge beschränkt, von den offiziellen Verhandlungen (und Abstimmungen) bleiben sie ausgeschlossen.
